the district of Moka, in consequence of a riot which occurred on "Mon Desert " Estate, when the manager and overseers were brutally assaulted by the Indian labourers working on the estate.

If, at some future date, it is found possible to close this station, the services of the additional staff will be dispensed with.

Prisons.

This Department shows an increase of Rs. 5,400 to meet the additional staff of warders, consequent on the re-opening of the Flacq and Souillac Prisons, sanctioned by the Council of Government on the 15th December last.

Immigration.

Provision has been made for the salary of the Medical Inspector, consequent on the reorganization of the Headquarter Staff of the Medical and Health Department. The Medical Inspector was formerly a member of that Department.

Railway Department.

The increase of Rs. 16,220 is due to additional staff required, consequent on the opening of new railway lines.

Superintendent of Public Works and Surveyor-General.

The sum of Rs. 2,800 represents the personal allowance to Mr. de Coriolis, approved by Mr. Chamberlain's despatch, No. 127, of the 23rd June, 1903.*

5. The financial statements, showing the position of the Colony on the 30th June, 1903, were transmitted to you in Sir Charles Bruce's despatch, No. 373, of the 6th October, 1903.† I now enclose two financial statements prepared by the Receiver- General, showing the estimated position of the Treasury and of the estimated public debt on the 30th June, 1904.

instant, reporting that I am taking steps to stop all expenditure and all indents that are not matters of immediate urgency, I have the honour to transmit herewith copies of letters addressed, by my direction, to the General Manager of Railways, the Mayor of Port Louis, the Quatre Bornes, Beau Bassin and Rose Hill Local Boards, the Mahebourg Yacht Club and the Mauritius Turf Club.

2. I have also directed that the extraordinary works provided for in the estimates (page 85), and estimated to cost Rs. 38,600, be deferred for the present, and that the extra telegraph wire for the Savanne line, estimated at Rs. 2,000 (page 37), be not put up this year.

3. The estimates are still under my consideration, and I will find myself under the necessity of making other reductions.

4. Most of the works are of real necessity, and I greatly deplore the fact that I am obliged to deprive the Colony of works urgently required. But, in view of the vote of the Council of Government on the 30th June last, I feel that I have no choice.

I am directed by the Officer Administering the Government to inform you that the following items must be considered as deleted from the estimates:-

Revenue.

6. The estimated revenue for the railways includes Rs. 400,000 of arrear accounts which it is hoped may be collected in the financial year. It also includes Rs. 130,000 for the revenue to be collected from the new lines, which have a total mileage of 27 miles.

7. I must, however, explain that it is very difficult to frame an estimate of the revenue. When the first draft estimate was prepared I estimated the crop at 180,000 tons. I have since reduced this estimate to 160,000 tons, but I constantly hear of the abandonment of small plantations, and I now feel apprehensive that even this estimate may not be realised.

I AM directed by the Officer Administering the Government to give you notice that, in view of the financial position of the Colony, the grant to the theatre which has been approved for this year will not be renewed.

2. I am also to inform you that, except for the Fête Française, no theatre trains will be run after the end of this month, unless they pay or unless they are guaranteed.

3. These trains represent a loss of about Rs. 2,000 to the Treasury, and the Officer Administering the Government considers that, in view of the financial position of the Colony, it is no longer possible to tax the publie for the benefit of the few persons who use these trains.
