Government House, Hong Kong, December 28, 1906. In continuation of His Excellency Sir Matthew Nathan's Secret despatch of the 18th November last,* on the subject of negotiations for the completion of a Loan Agreement and of a Joint-Working Agreement in connection with the proposed Canton-Kowloon Railway, I have the honour to forward, for Your Lordship's information and record, copies of despatches dated the 1st and 12th November, respectively, from His Majesty's Minister at Peking, with enclosures consisting of minutes of the 7th, 8th, 9th and 10th§ meetings, the final loan agree- ment, § as signed on the 10th November, and Sir John Jordan's despatch, No. 464. of the 12th November.||

Peking, November 12, 1906. WITH reference to my despatch of November 1st and to my telegram No. 29 of November 10th, I have the honour to enclose, for Your Excellency's information, copy of a despatch which I addressed to-day to Sir Edward Grey regarding the final loan agreement for the Canton-Kowloon Railway.
In this agreement, as signed by His Excellency T'ong Shoa-yi and Mr. Bland on November 10th, the stipulation in the second paragraph of Article 15 takes the form of an engagement by the Chinese Government not to "build another line competing with this railway to its detriment." This wording seemed to me to be, if anything, more useful for the purpose intended than that which was communi- cated to you in my telegram of October 26th, and for that reason I did not think it necessary to inform you of the change before signature.
I shall not fail to inform Your Excellency in due course of the issue of the Imperial Decree mentioned in Article 19.

Downing Street, January 30, 1907. WITH reference to previous correspondence I have the honour to inform you that I have now received from the Foreign Office the final text of the Canton- Kowloon Loan Agreement* as signed on the 10th November last.
2. I enclose a copy of a letter which has been addressed to the Foreign Office on the subject. Your despatches have kept me informed of the steps which you have taken from time to time during the progress of the negotiations, and I fully appreciate the assistance which you have rendered in the matter.
3. I trust that the construction of this railway will prove of great advantage to the commerce of Hong Kong, and that you will be able, în due course, to conclude a satisfactory working agreement with the Chinese authorities.

Lord Elgin has learnt with much satisfaction that an agreement has at last been arrived at on this question, which is of so great importance to Hong Kong, and he desires to express his appreciation of the efforts of Sir E. Satow and his successor, Sir J. Jordan, to which the success of the negotiations is largely due.
