The Present Standing of the Canton-Whampoa Railway.
(Translation.)
Viceroy Shum and His Excellency Cheung, Lord High Chamberlain, decided some time ago that the first section of the Canton-Amoy Railway, i..., the Canton- Whampoa Railway, should be constructed before the other sections, which were sanctioned by the Board of Commerce. Owing to sufficient funds not having been subscribed, and the survey not being completed, this plan has not been carried out. Recently the Railway Deputy, Ting Ping Lan, has had the survey of the first section completed, and Viceroy Shum has twice urged His Excellency Cheung to get funds so that the construction of the section may be commenced at once. Now we learn that some preparations have been made and a Chief Engineer has been appointed.

EXTRACT from the "Tsun Wan Yat Po" of the 4th July, 1906. Locations for the Stations of the Canton-Whampoa Railway have been fixed.
(Translation.)
The Chinese High Authorities have appointed an officer, surnamed Cheung, to be the Superintendent of the railway guards of the Canton-Whampoa Railway and to supervise the work of construction. There will be stations between which the carriages will run and in which tickets will be sold and luggage stored. The Canton Station will be at Chun Lung Hau, outside the Great East Gate, and the Whampoa Station will be in the vicinity of the "Commercial Town."

WITH reference to Sir E. Satow's despatch, No. 160, of April 9th, I have the honour to transmit to you copy of a despatch which I have received from His Majesty's Consul-General at Hankow enclosing a translation of the Viceroy of Wuchang's detailed defence of his policy in regard to the Hankow-Canton Railway Resumption Loan and the proposed Construction loan.
I would draw your special attention to paragraph 5 of this document, in which the Viceroy defends his despatch to Mr. Fraser of September 9th, granting certain privileges to Great Britain in the event of a foreign loan being required for the construction of the railway. You will observe that His Excellency has now communicated a copy of this despatch to the Grand Council, Wai Wu Pu and Board of Commerce, who will therefore not be able to plead ignorance of it.
