Your telegram yesterday. I have requested that a negotiator should be appointed here to settle the Loan Agreement with Mr. Bland, who has up till now been fully occupied with matters concerning the Shanghai-Nanking Railway.—

You were so good as to permit our Director, Mr. Addis, to submit to you yesterday the draft of the reply the Board proposed should be made to Mr. Bland and this reply, with the modification suggested by you, was then despatched in the following terms :---
"Referring to your telegram of the 12th, you, on the spot, in a better position judge, but our opinion is it would be better not press your ultimatum for the present, but keep separate Canton Kowloon Railway, Soochow- Ningpo Railway, negotiations. This course according to views of Foreign Office, who consider delay will not prejudice our position Soochow-Ningpo Railway. Protest against Edict has already been recorded by British Legation."

We beg leave to acknowledge the receipt of, and to thank you for, your confidential letter, No. 19427, of the 11th instant,† informing us that in the circum- stances stated it does not appear to Sir Edward Grey to be unreasonable that the negotiations for the Canton-Kowloon line should be taken first, and unless Mr. Carnegie considers it advisable to press for the immediate appointment of a negotiator for the Soochow-Ningpo line, as to which he has given no indication, Sir Edward thinks it will be better to give the Chinese Government time to persuade the Chekiang Board in the matter.
The opinion of Sir Edward Grey, expressed in the above-named letter received, as you will see, the careful attention of the Board in considering and framing their answer to a further telegram from Mr. Bland, which reached us from Peking on the 12th instant in the following terms :-

I HAVE the honour to acknowledge the receipt of your note of the 26th ultimo, enclosing translation of a telegram addressed to you by the Viceroy of Canton on
the 23rd ultimo on the subject of the Canton-Kowloon Railway.
I have the honour to inform you that His Majesty's Government regret that they are unable to concur in the proposals of the Viceroy, as these proposals appear to them to be inconsistent with the Preliminary Agreement of the 28th March, 1899.
