Government House, Hong Kong, December 28, 1899. In response to the request contained in your confidential despatch of the 31st October, I have the honour to enclose a rough estimate of the value of the buildings in the new territory, which have been evacuated by the Chinese Imperial Customs.

It will be seen that the total cost amounts to £3,834 189. 2d. sterling. To thic should be added the cost of Government telegrams in connection with this subject, viz., $1824.78; that is, at the present quarterly rate of 18. 11d, £174 17s. 4d.. grand total of the expense incurred therefore is £4,109 13s. 6d.
