Government House, Hong Kong,

December 24, 1898. WITH reference to your telegramț received this morning, informing me that it may be necessary to postpone for a little the taking over of the leased territory in Kowloon for a short time, I have telegraphed to you that some Chinese residents in Hong Kong are, I understand, buying up all the land that they can obtain in that area.

The delay may possibly cause a considerable increase of the cost of acquiring land for public purposes, having regard to the fact that land in British Kowloon is sold for over £1,000 in gold per acre.

Otherwise the delay is unimportant.

3. I hear with pleasure that Mr. Stewart Lockhart is returning, as I assume that his services will be availed of in the arrangement of the administration.

WITH reference to previous correspondence on the subject of the extension of territory in the vicinity of Hong Kong, I am directed by Mr. Secretary Chamberlain to transmit to you, to be laid before the Marquess of Salisbury, a copy of a telegramt from the Governor of Hong Kong reporting that he has appointed Mr. Lockhart to set as Commissioner for the delimitation of, the boundaries of the new territory.

2. Mr. Chamberlain presumes that Sir Henry Blake is acting in concert with Sir C. MacDonald in this matter, and he would propose, with Lord Salisbury's concurrence, to approve of the appointment of Mr. Lockhart to act in the above capacity.

3. I am to request to be favoured with an immediate answer.
