Pettah, January 18, 1894. found consuming the opium they purchased in the licensed shop, they all curried their purchases away. The children who made purchases were all servants who made the purchases for their masters. The women were all questionable characters and from inquiries made by me I learn that opium smoking prevails to a great extent among prostitutes. I can only call the 74 persons who smoked the opium in the shop habitual amokers, but I think that a greater proportion of the 197 who carried away their purchases should also be charged as such. Besides this, there area large number of habitual smokers who make their purchases weekly or monthly to last these periods. In my opinion, the use of the drug has a very demoralising effect and the habit is, I think, steadily increasing among the Tamils and the Binhalese. Of all the com- munities, it is only the ignorant portion mostly that take to the use of the deng. 1 do not think that any new classes have taken to the use of the drug.

Of the 278 individuals who visited the opium den in this division yesterday, the keeper pointed out 40 of all nationalities as habitual smokers who visit his place every day, the other 237 are people who regularly purchase the stuff and carry to their homes where it is consumed by persons who either eat or smoke same. These 237 people may also be put down as persons who habitually use the drug, as once they take to it, they cannot do without same as reaction sets in and they get ill and nothing seta them right except a dose of the same drug.

Bhang is sold by Jaffna Tamils who sell cigars and by native druggists, and ne license is required to retail same. Bhang, the native name of which is ganja, is a deleterious drag producing very bad effect on the human system, and men who habitually use it suffers from temporary insanity and run amuck do desperate besides.

2. There were no women or children found consuming the opium they purchased on the premises.

3. The 56 persons who smoked in the shop are said to be the habitual smokers, but a large proportion who carried away their purchases may also be considered as habitual smokers.

4. Ganjs is sold in boutiques and mative medical shops. It is not illegal to sell it anywhere as it is merely a leaf. This leaf is purchased from the boutiques and mixed up with other ingredients and smoked. This preparation is called ganja.

5. I have no hesitation in saying that the habitual use of opium and of the other preparation is demoralising in its effects.

The consumption of both opium and ganja is gradually increasing, and a large number of Sinhalese and Tamils, including females, is getting into the habit of using it.

6. There is no bhang consumed in the licensed opium shops.

As far as my inquiry goes there is no ganja sold in Kotahens. To sell ganja is no offence. Please see the Ordinance. In my opinion, the sooner the sale of opium, ganja, &c., &o. is put a stop to, the better.
