Encloses copy of a question and answer in the House of Commons on the subject of the consumption and sale of opium and bhang in Ceylon, and requests him to consider the advisability of following the example of the Government of India in gradually putting an end to licences for the consumption of opium on the premises.

Transmita copy of a letter from the Society for the Suppression of the Opium Trade relative to the consumption of opinm and bhang in Ceylon, and saks for a report on the suggestions of the Society for restricting such consumption.

Transmits Ordinance No. 2 of 1893 relating to the sale by retail of opium and bhang within muni- cipalities and local board towns,

Furnishes statistics of the consumption of opium and bhang in the Colony, and observes that he is not yet in a position to report personally on the question, but will do so as soon as possible.

Sanctions the Ordinance enclosed in his Despatch of 25th November, but directs him to exercise great care in applying it, and to furnish a full report upon its working.

Transmita copies of reports by various officers, ou the importation, sale, and consumption of opium and bhang; recommends that the opium trade should not be interfered with, except by way of supervision, but that measures should be tried for the suppression of the use of bhang and ganja.

Asks to be furnished with a copy of the petition received by him from 20,000 inhabitants, praying for the prohibition of the importation of opium and bhang, with his report thereon.

Reports the extent to which the Ordinance No. 2 of 1898 has been put into operation, and the results obtained.

Transmita copy of the petition referred to in Sacre- tary of State's despatch of 20th April, and ob. serves that he has nothing to add to his despatch of 4th March.
