at the rate of $1,440 a year, with increments of $240 a year after each triennial period of service thereafter, up to a maximum of $1,920 in the tenth year of his service.

6. The equivalent of one hundred dollars a month in English money varies with the rate of exchange; but it must be pointed out that this income is not of the same value in Singapore as it would be in England, not so much because the actual cost of living is greater, but because Europeans in the tropics generally adopt a more expensive style of living than they do in temperate climates. Where three or more persons live together, the mere expenses of living, such as are absolutely necessary, amount to something like the following sums for each person per month :-Share of household expenses (including rent), $50; servant and other personal expenses, $12; conveyances to and from school, &c.. $8. It should also be mentioned that cloth clothes, which are sometimes worn, and hosiery of all kinds, are more expensive in Singapore thua in England, and it is advisable to bring out what is necessary; white clothes, for general use, can be procured cheaper and better in the Colony than in England, costing for a small outfit about $40.

7. The Straits Settlements are considered to be among the healthiest places in the tropics, and it may be safely asserted that, with ordinary care in living, the climate is scarcely more injurious to a European than the climate of England. The average temperature is from 75° to 85'.

In each of the Settlements there is a library, and cricket and lawn-tennis clubs; and in some respects life in the Colony offers social advantages superior to what would be met with under similar circumstances in England.

8. The regulations under which pensions are given and leave of absence granted to officers of the Colonial Service are as follows:-

"All public officers borne on the fixed establishment of the Colony who shall have served 10 years and upwards and under 11 years, may receive a pension at the rate of fifteen-sixtieths of the annual salary of their respective offices with an additional allowance of one-sixtieth in respect of each additional year of such service until the completion of a period of service of 35 years, when the annual allowance of forty-sixtieths may be granted, and no addition shall be made in respect of service beyond 35 years.

or of urgent private affairs,' if the Governor and Council are satisfied that the indulgence is indispensable. In cases of serious indisposition, the state of the officer's health must be certified by his medical attendant.

urgent private affairs' the nature of such urgent affairs must be stated to the In cases of Governor."

"In the absence of special grounds, the leave in such case must not exceed one- sixth of the officer's resident service. On special grounds it may exceed that period by six months, but it must in neither case exceed twelve months." "An officer to whom leave of absence has been granted is in general entitled to half salary during his absence from the Colony. Any private arrangement made with the object of securing to the absent officer more than the authorised allowance is on no account to be allowed. No advance of salary will be granted to the absent officer in order to enable him to return to the Colony."

9. Medicines and medical attendance are provided free of charge.
