Reports that it has been found impossible to let the opium farms for the year, except at a great reduction, and that fresh measures have been adopted for the raising of revenue.

Observes that the late opium farmers were under a misapprehension in thinking that he had undertaken to prevent the ex portation of opium from say other British Colony.
Transmits "the Excise Ordinances *(Opium), 1858-79, Amendment Ordi- ** nanos, 1888," which has been passed to enable the Government to control and raise a revenue from the preparation and sale of opium “ dross.”
Approves the fresh arrangements made for the raising of revenue from opium, but requesta to be furnished with full reports as to the success of the new system of licensing. Encloses copy of correspondence with Sir J. Pope Hennessy.
