July 11, 1889. WITH reference to my Despatches of the 11th instant concerning the division of the ecclesiastical grants, I have the honour to lay before your Lordship the enclosed extract from the minutes of the Executive Council of the 4th of April 1889.

2. Your Lordship will observe that the Executive Council advised me to approve of a Report of the Finance Officers in which they recommended that a more equitable distribution of the grants in aid of the stipends of ministers under Ordinance 54 of 1844 should be made in future, and that the Bishop of the Church of England and the. Reverend Mr. McIrvine be warned that next year they must be prepared for a more equitable distribution of the grant.

3. I also enclose, for your Lordship'a information, a copy of the letter I accordingly addressed to the Bishop of Mauritius on the subject, together with a copy of his Lord- ship's reply.

4. I take this opportunity of laying before your Lordship two letters addressed to me some months ago by Archbishop Meuria complaining of the inadequacy of the grants now made to the Roman Catholics. In my reply, whilst admitting the inadequacy of the grants, I informed the Archbishop that I felt myself precluded from initiating any change in the Ecclesiastical Budget, and that I could not sanction any loan or lottery without the special authority of the Secretary of State.
