COMMUNICATIONS direct from your private secretary to the Despatch clerk have been frequent, and I believe to other clerks also. It is a practice, however, resulting very unsatisfactorily, and in this case has led to mistakes to which your Excellency attaches much importance.
I therefore hope you will kindly request your Private Secretary to apply to me direct for papers, and that your instructions will come to me in like manner. The responsibility will then attach to the head of the office, as should be the case.

THE frequent communications which have passed in my predecessor's time and in mine between the Governor's private secretary and the Despatch clerks arose from the manifest necessities of the service; from the fact that the Assistant Colonial Secretary is aided in the discharge of his duties as head of the Despatch branch by those clerks, and that he (the Assistant Colonial Secretary) is in immediate communication with the Governor, and under the Governor's direct control as regards the work of the Despatch
branch.
As to the head of the Despatch branch being in immediate communication with the Governor and under the Governor's direct control, see Regulation 77 of the Revised Code.
Mr. Ackroyd, who is the Acting Assistant Colonial Secretary, is in this position, and hence I referred the question to him as to what the practice of communicating with his clerks has been.
He has not complained of the long established practice, and it need not be altered.
