Recapitulating telegram received from Sir J. P. Hennessy, and requesting Special Commissioner to telegraph any suggestions.
Reporting that by mail of 20th Decem- ber he fully explained the circum- stances which obliged him to leave Mauritius without receiving Sir J. P. Hennessy's defence, and observ- ing that the evidence tendered on behalf of the Governor was collec- tively rather damaging to him than otherwise.
Reporting his assumption of the Government on the 15th December, and that he has nominated General Hawley, the Officer Commanding the the Troops, to administer Government after his (Sir II. Robinson's) departure.
Reporting that Mr. F. R. Round has been sworn in as Acting Colonial Secretary and a member of the Executive Council, and expressing the opinion that Her Majesty's Government are under an obligation to Mr. Round for consenting to remain in Mauritius to his own personal inconvenience.
Submitting for consideration certain legal points in connexion with his suspension from office by Bir H. Robinson as Her Majesty's Commis- sioner.
Requesting that Mr. Round may be informed that Her Majesty's Govern- ment highly appreciate the readiness with which he accepted the tem- porary appointment of Acting Colonial Secretary at considerable personal inconvenience.
Instructing him to move in the Council of Government a vote to Sir J. P. Hennessy of half salary during his suspension from office.
Confirming the Secretary of State's telegram of 22nd January, and observing that the vote will not, of course, entail any additional cost to the Colony, as the Administrator only draws half the Governor's salary.
Submitting his report on the condition
of affairs in the Colony.
Explaining the reasons which had induced him to assume the govern. ment of the Colony and to suspend Sir J. Pope Hennessy pending the decision of the Secretary of State.
Observing that the desire of Sir H. Robinson to return to the Cape had led to the suppression of the evidence tendered in his (Sir J. Hennessy's) favour, and that the appointment of Mr. Clifford Lloyd as Colonial Secre tary had been the proximate cause of the appointment of the Cominis- sion of Inquiry,

Informing him that the Lieut-Gover- nor, Mr. Clifford Lloyd, has been declared to be medically unfit to return to the Colony, and that the Secretary of State will therefore call upon him for detailed particu- lars regarding his grievances against the Governor, to be transmitted to Sir H. Robinson in due course. Transmitting copy of a letter from M. de Coriolis, praying for the removal of the Governor, and observing that be (the Governor) sees nothing in the letter which it is necessary for him to answer.
Transmitting copy of a letter from the Elected Members of Council, setting forth reasons for the appointment of a Royal Commission of Inquiry into the affairs of the Island; and reporting upon the statements made in that letter.
Transmitting copy of a letter to the Secretary of State from the majority of the unofficial Members of the Council of Government, requesting that Mr. Clifford Lloyd may not be allowed to return to his post, and alleging that the Governor has the sympathy of the vast majority of the inhabitants of Mauritius.
Observing that it is unlikely that Mr. Clifford Lloyd will return to Mauritius at present, the state of his health rendering it impossible for him to do so with safety.
Reporting his arrival at Port Louis in II.M.S. "Raleigh" on 3rd Novem- ber, and that the inquiry was com- menced on the following day.
Transmitting "An Ordinance to con⚫ "fer certain powers on the Com- "missioner appointed by Her "Majesty the Queen to inquire "into the affairs of the Colony of "Mauritius."

Reporting that he considered a change in the administration of the Island was necessary, and had accordingly, on his departure, nominated the Officer Commanding the Troops to as Administrator, with Mr. Round as Acting Colonial Secretary, rending a permanent arrangement by the Secretary of State. Requesting him to inform Sir J. Pope Tennessy that he is desired to come to England at once to give explana- tions with reference to Sir H. 1 Robinson's report.
