Transmitting an extract from
letter from a Ceylon planter, pointing out that the cultivation of tes is becoming unprofitable, and observing that in view of this fact, it would be unwise to incur any great expenditure on railways. Transmitting Mr. Prestage's 16- marks upon Mr. Waring's reports, and pointing out that the Ceylon revenue is mainly dependent upon the cultivation of tea and coffee, neither of which industries is stable.
