It is with the total of this estimate that the estimate which I have now the honour to submit should be compared, in order that the actual saving made by certain modifications of the work, which will be suggested in the following portion of this report, may be ascertained.

9. I wish it to be distinctly understood that these modifications are submitted entirely subject to the sanction and approval of the Consulting Engineer, by whom the original designs and estimates were approved, and before whom therefore it is, I think, most essential that any proposed alterations in them should be laid; and in order that he may be in a position to form an opinion upon them, it is necessary, I think, to point out in the first place that the distribution and amount of annual rainfall in the district between Nanu-oya and Haputalé, which must always form a most important element in determining the design of railway worke, is widely different from that experienced in the districts of Ambagamuwa and Dimbula traversed by the Nánu-oya Railway,

10. It is to be regretted that the country traversed by the Haputalé Extension being for the most part uninhabited, no observations of the rainfall have been taken at stations actually on or very close to the railway trace; the stations nearest to it being Nuwara Eliya, Hakgala, and Miriyabedda,

At Nuwara Eliya, 44 miles distant from the commencement of the line at Nánu-oya, the rainfall is thus tabulated by the Hon. the Surveyor-General :—
