2. On the second reading of the Bill it was referred for the consideration of a Select Committee, more especially because the Roman Catholic Clergy had objected to the principle of the measure, and had entered a formal Protest (copy inclosed) against its passing.

3. I inclose a copy of the Report of that Committee. When laying it on the table, the Chairman explained that the Committee had not had the advantage of the personal attendance of the Roman Catholic Bishop, though he had been invited to appear before them; that Bishop Raimondi had pleaded pressure of work and probable absence from the Colony, and that he had written his objections to the Bill, which were aimed at its principle, and not at its details.

4. I need not trouble your Lordship with the correspondence or any exposition of the views of the Roman Catholic Clergy in regard to this subject. Suffice it to say that, looking upon marriage as a sacrament, they hold that the civil power should have nothing whatever to do with its administration, and they add that they will not submit to such a law,

5. The Legislative Council, having fully considered the draft Ordinance in all its bearings, and being fortified with your Lordship's approval of its provisions, unanimously passed it, with a few slight alterations.

6. The Attorney-General's Report is annexed, and I trust that your Lordship will see fit to lay the Ordinance before the Queen, for Her Majesty's gracious confirmation and allowance.

I HAVE the honour to transmit to your Lordship an Ordinance" to provide a General Register of Marriages celebrated in Hong Kong," being No. 4 of 1875.

An Ordinance enacted by the Governor of Hong Kong, with the advice of the Legislative Twę. Council thereof, to provide a General Register of Marriages celebrated in Hong Kong.

WHEREAS it is expedient that marriages celebrated in the Colony of Hong Preamble,

April 8, 1875. Kong should be systematically recorded in one general register: Be it enacted by the Governor of Hong Kong, with the advice of the Legislative Council thereof, as follows:-

1875.

I. This Ordinance may be cited for all purposes as "The Marriage Ordinance," Short title.

II. Every minister of religion or other person who has in his custody any Existing registers or register or other official record of marriages heretofore celebrated in this Colony copies thereof to be shall, within three months after this Ordinance takes effect, deliver to the Registrar- Registrar-General. General the said register or official record, or a copy thereof.

IV. The Governor may defray, from the public revenue of the Colony, all Expenses may be proper expenses connected with the delivery of the said registers or official records, defrayed from public or of making and delivering copies thereof."

V. The Registrar-General shall be Registrar of Marriages, and, to assist him, Registar of marriages the Governor may appoint one or more Deputy Registrars, and such deputies may celebrate marriages, and may exercise all the other powers, and perform all the duties conferred upon the Registrar-General by this Ordinance, and all acts done by a Deputy shall be as valid as if done by the Registrar-General.
