IV. All contraventions against this Regulation shall be prosecuted by any constable or superior member of the police force before the district judge.
V. Any person duly summoned to answer any complaint under this Regulation who shall without lawful cause refuse or neglect to do so shall incur a penalty not exceeding 51., and with or without the infliction of any such penalty the district judge may, on sufficient proof that the summons has not been obeyed, issue a warrant of arrest in order that such person be brought before him.
VI. Whenever any fine has been inflicted in virtue of this Regulation and such fine is not paid, the person convicted shall be sentenced to imprisonment at the rate of one day's imprisonment for each shilling of fine and costs pronounced against him; provided that in no case shall the term of imprisonment exceed six months; and provided that the district judge may, if he think fit, grant a period not exceeding fourteen days for the payment of such fine and costs.
VII. The word "land" in this Regulation shall include all accessories of real or immoveable property.

The word " premises shall include any building designed for the habitation of man, or buildings or structures of any kind whatsoever.
The word "6
occupier shall mean the person in the immediate possession of the land or premises, and shall mean the owner thereof when no other occupant shall be shown.
The word "owner" shall mean the person for the time being receiving the rent of the land or premises or entitled to do so either on his own behalf or as agent, administrator, or guardian of any other person.
The word "person" shall include corporations, joint tenants, and tenants in common. The singular number in this Regulation shall include the plural and the masculine the feminine gender.
VIII. The provisions of this Regulation shall not apply to leases or agreements of land situate within the limits of the town of Port Victoria as defined by Regulation No. 3 of 1874.
IX. This Regulation shall come into force on the 1st day of October 1874.

A REGULATION of the BOARD OP CIVIL COMMISSIONERS for the SEYCHELLES ISLANDS to repeal REGULATION No. 3 of 1873 and make other PROVISIONS in lieu thereof,
I. Regulation No. 3 of 1873, entitled "A Regulation for the imposition of a Local Rate," is hereby repealed.
II. There shall be levied in the Seychelles Islands a rate to be called the local rate, which shall be contributed to in the proportion set forth in the schedule hereunto annexed.
III. Such local rate shall be applied, as the Chief Civil Commissioner may direct, towards the construction of roads and bridges, and the expenses of primary education.

Every such occupier knowingly making a false statement in such declaration shall be liable to a penalty not exceeding five pounds sterling, and every such occupier refusing or neglecting to an answer any question put to him by such warden concerning any premises owned or occupied by him or by any person or persons in his employ, or con- cerning the name, rank, trade, dealing, profession, art, or calling of any person so declared by such occupier shall incur the like penalty,
