It appears from your letter of the 7th ultimo that three companies of the 35th Regiment will shortly be withdrrawn and sent to Mauritius, and Lord Carnarvon would be glad if distinct orders could be given that Lieutenant Swinburne should remain with that portion of the regiment stationed in the Straits Settlements.

Confidential Despatch to your Lordship of the 1st instant,† I informed your Lordship that, upon the arrival of Sultan Abdullah at Singapore, I should propose to him to appoint Raja Muda Yusuf to act for him in the capacity of Regent during his absence from Perak.

2. The Sultan arrived at Singapore on the 5th instant, and on my proposing to him to appoint Raja Muda Yusuf to act for him, I found that he wished to nominate the Raja Bandahara instead.

I considered that this arrangement would meet the circumstances of the case as a temporary measure. I, therefore, did not press the Sultan to appoint Raja Muda Yusuf, and Mr. Davidson, under whose advice the Bandahara will act, concurs with me in this view.

I enclose copy of the "Kwasa or appointment drawn out and chopped by the Sultan, authorising the Raja Bandahara to carry on the business of Perak during his

absence from that State.

Downing Street, November 10, 1876. In my Despatch, No. 125, of the 20th of May last,† I informed you that I would communicate with you further as to your suggestion that the Siamese Government should be moved to confer the title of Sultan in lieu of Rajah on the Chief of Quedah.

2. I have been in communication with the Foreign Office on this subject, and am informed that it would be unadvisable to enter into communication with the Siamese Government on the subject, as were a request made that a higher rank should be given to one of their Malay chiefs, they would probably conceive that some sinister end was in view.

3. After much consideration I am disposed to doubt the expediency of your Govern- ment according any fresh title to this chief when addressing him than what has been hitherto employed.

4. If an acknowledgment of good services is what is desired, I should be glad to recommend to Her Majesty that he should be created a Knight Grand Cross of the Order of St. Michael and St. George, provided you should find that, notwithstanding what you have stated in the last paragraph of your Despatch, No. 159;t the distinc- tion would be highly appreciated, and that there are no local objections or difficulties which would be thereby created either in Quedah or elsewhere.

5. You are at liberty to telegraph in cypher your reply to this proposal. Governor Sir W. F. D. Jervois.

Downing Street, November 11, 1876. In reply to your letter of the 2nd instant respecting Major-General Colborne's proposals for an increased Departmental Staff at the Straits Settlements. I am directed by the Earl of Carnarvon to acquaint you for the information of Mr. Secretary Hardy that at the same time as Sir W. Jervois reported that the Battery of Artillery from India might be at once removed, arrangements for which have since been made, hë kilo intimated by telegraph that, provided a certain outlay were incurred in the organisation of a police force and the opening up of communications, the withdrawal of all troops from the native States might be managed in about six months.

Lord Carnarvon is expecting to hear further from Sir Jervois on this subject by despatch, and in the meantime he would suggest for Mr. Hardy's consideration that compliance with General Colborne's demands should be postponed."
