the Datu Klana of Sungie Ujong and the people of his Excellency the Governor of the Straits Settlements.

I was beaten, and now I give myself over entirely to his Excellency the Governor. However his Excellency the Governor decides to deal with me, I am prepared to receive his decision, and I can never go back from what I now say. I hope in the Governor alone.

I have put my hand and seal to this document as a sign of its truth and authenticity, this 8th day of Dilkaida, 1291.

I, KOOLOOT, Datu Bandar of Sungie Ujong, acknowledge that I was wrong in the course I took in Sungie Ujong affairs, in fighting with the Datu Klans of that country, and with his Excellency the Governor of the Straits Settlements, and on no account was it proper for me to make war, either with the Datu Klana or with his Excellency the Governor.

Now I give myself and my affairs into the hands of his Excellency the Governor without any reserve: and whatever may be the Governor's verdict upon me, I will accept it. I can never retract this.

I have placed my seal to this document as a sign of its truth and authenticity, this 8th day of the month Dilkaida, 1291.

Sungie Ujong, December 18, 1874.

I HAVE the honour to report that Captain Dunlop and Mr. Pickering left here on the 15th instant, not proceeding by boat from Rassa vid Lingie to Malacca.

The Chinese have now all resumed work, and everything is going on quietly. Since the morning of the 14th, prows have been arriving at Rassa, and there are now about seventy at that place; they are mostly laden with rice, which is much wanted; there is also salt-fish, tobacco, and salt. The duty on rice, what was hitherto about one-fortieth, has now been reduced to half that amount; at the end of this year, it is proposed to be abolished altogether.

The amount of rice arriving in the country, according to the Klana's account, being 100 koyans, the duty has been 400 dollars or 100 picula per month. I would also request your instructions as to abolishing the duties on salt, salt-fish, and tobacco, and other necessaries.

By some of the return prows I intend to send 400 slabs of tin to Malacca, in charge of Serjeant Kiernan, Malacca police. This tin, being that taken near Kapayang (the Bandar's), and part of the fine imposed by Captain Dunlop on the Chinese Headmen for the late Chinese disturbances, has paid no duty to the Klana (being marked with the broad-arrow).

The site of the Police Station at Rassa, which place is the port of Sungie Ujong, and through which all exports and imports will pass, is cleared, and the wood for the con- struction being collected. The part of the proposed road from Rassa to the river is also marked out. The Klana has also made arrangements for Javanese to make the road to arrive here in a week's time; failing this, I will take other steps to get coolies for this work. When the road is in a fair course of construction, the Chinese will at once begin rebuilding that part of Rassa which has been burnt.

A temporary police station has been constructed at Rassa, to which police guard at present quartered in at there will remove to-morrow.

The tariff of taxes arranged by Captain Dunlop for tin is now in force. The opium, pawnbroking, and gambling farmers, commence on the 1st January.

The Klana is most anxious to do everything in his power to assist me, and takes the greatest interest in everything going on. The Bandar Baru appears to be discontented,

but this I only know from reports.

The list of mines in Sungie Ujong, with all the necessary information as to Headmen and number of coolies employed in each, will be furnished to me in two days. On receiving this, I shall visit all the mines. I will, on visiting them, arrange the annual rental of each. The number will amount to about 100. Some of these are small, employing 8 to 12 coolies, others employing 140, &c.
