I HAVE the honour to transmit the usual number of certified copies of an Ordi- nance, No. 34 of 1871, "For the Appointment of Inspectors of Immigrants," and humbly request Her Majesty's gracious allowance and confirmation of the same.

2. With a few slight verbal alterations, this Ordinance is identical with the draft transmitted by me for your Lordship's consideration in my despatch No. 210 of 19th December last,

8. I am disposed to think that, of these two Inspectors, one should be appointed by your Lordship from among gentlemen who have already obtained experience of the system of inspection as pursued in the West Indies; and that the other should be a resident here, but unconnected with the planting interest. If your Lordship will, how- ever, have the goodness to defer coming to a final decision on this subject until after the receipt of my next despatches, I shall be in a better position to address you with regard to it by the ensuing mail.

4. I also inclose the Report of the Procureur-General upon this Ordinance. In doing so, I must add that I do not in every particular share the views, or on all the pointa concur in the opinion advanced by him in this Report.

ARTHUR GORDON.

An Ordinance to provide for the Appointment of Inspectors of Immigrants,

[December 22, 1871.]

BE it enacted by his Excellency the Governor, with the advice and consent of the Council of Government, as follows:--

I. It shall be lawful for Her Majesty the Queen, her heirs and successors, from Appointment time to time to appoint fit and proper persons to be Inspectors of Immigrants, and such Inspectors of Immi- Inspectors shall hold office during Her Majesty's pleasure.

Provided always that such Inspectors shall not at any one time exceed two in number.
