Governor Bulwer to the Earl of Kimberley.—(Received May 26 )
Government House, Labuan, April 9, 1873. WITH reference to the charges to be made in future on the Company for police services, I have the honour to report that the arrangement sanctioned by your Lordship's recent decision on the subject has been adopted in accordance with the instructions conveyed in your despatch of the 2nd of December last.*
2 Upon the receipt of that despatch I took an opportunity of coming to an under- standing with the manager upon the nature and amount of special police supervision he would in future require at the mines.

3. He has reduced the demand upon the time and services of the force to a patrol or sentry supervision at the mines for four hours by day and four hours by night in the course of every twenty-four hours, and to a night-watch for six hours at the Company's offices. For these services it has been agreed that the Company shall be charged the amount I only of the full pay of three police peons-equal to an annual charge of 751. have made no charge on account of clothing or accoutrements, or other expenses of the station.
4. This reduction and the reduced charge came into force on the 1st of March last. In respect of the two preceding months of the year, having regard to your Lordship's direction, the charge was made upon the same principle, application being made for the full pay only for two months of seven peons specially employed on the Company's premises.
5. I need scarcely observe that the loss of the sum of 1501., or thereabouts, which is the difference between the former annual contribution of 2201. or 2301. and the present annual payment of 751., is one which the Colony can ill afford under its present circum- stances, and in view of the uon-payment of the Company's rental to the Crown; the more so, as your Lordship will remember that I included the greater suin in my Estimates for the present year, not having, at the time these were prepared, received your Lordship's instructions.
6. Fortunately, four vacancies in the Force took place in the course of last year, and I made no attempt to fill up three of them, thinking it better to await the result of the question of police charges.
7. I have now decided not to fill up these three vacancies for the present, and the saving of 751. which will be effected thereby will help to meet the deficiency.
8. The reduction of duties on the Company's premises has, however, only enabled me to reduce the force at that station by one peon. The duties on the station appear to have been heavy, and the reduction of the duties performed on account of the Company has, together with some other arrangements, enabled me to do no more than relieve this overwork and place the duties of the station on a more satisfactory footing, calculated to promote the due convenience and comfort of the men, and at the same time to reduce the force by one peon, as just mentioned.

I HAVE the honour to acknowledge the receipt of your despatch of the 9th of April, and to approve of the arrangements you have made with the manager of the coal mines, by which a considerable reduction has been made in the demand upon the time and services of the police force, and in the sum to be paid by the Company in guarding their premises.

IN reply to your despatch of the 7th April,† I have to inform you that the balance of 331, 6., therein shown to be due from the Oriental Coal Company to the Colony of Labuan, for coal raised and exported between the 25th December, 1870, and the 25th December, 1872, has been received from the Company by the Land and Emigration Commissioners, and paid over by them to the Crown Agents on the 24th of April last.
