I GIVE you in the present despatch the instruc- tions for which you have been prepared by my despatches named in the margin, with respect to the various particulars of financial information which

it is necessary for your Government to supply in future to the Secretary of State, with the Annual Estimates, Supplementary Estimates, and Blue Book Returns, of the Straits Colony. The Colonial Regulations, inclosed in my circular despatch dated the 7th of August, 1867, contain various directions respecting Estimates and Returns. Those directions are to be considered in force except so far as they may be plainly superseded by the directions now given.

2. The Governor of the Colony ought to have before him early in every month a statement of the Colonial assets and liabilities made out for the 1st of the month; this statement showing, on side, the cash balances in the Colony at that date, the estimated balance, if any, at the same date, on the Crown Agents' account and other credits, and, on the other side, the liabilities chargeable against You will in future forward such the same assets. statements of assets and liabilities as follows

With the Annual Estimates, Statement (1) for the 1st January of the year preceding the year of Estimate (e. g., for the 1st January, 1868, with the Estimates for 1869), which statement should be corrected, as might be required by later information, from the original monthly document; (2) for the
