Downing Street, October 7, 1864. SIR,

WITH reference to those parts of the Colonial Office 'Memorandum inclosed in my despatch No. 176 of the 26th ultimo, on the subject of Ceylon military expenditure, which relate to a preliminary inquiry made by this Department into details of military services, and to estimates and capitation rates founded on that inquiry, I annex for your information a copy of a letter dated the 12th October, 1863, from this Department to that of the Secretary of State for War (with inclosures), which will place you in possession of the particulars of the inquiry referred to, and show you more fully than is done in that Memorandum the manner in which the estimates and capitation rates referred to have been arrived at.

2. You will perceive that the measure contemplated in this Colonial Office letter, though for the most part the same as that of my despatch and its inclosed Memorandum, differs from it in some respects, the differ- ence chiefly being that the increase of contribution for 1864, before intended to be carried to current expenditure, is now to be formed into a construction fund (on which head it was before intended to postpone any demand to the 1st January, 1867).

3. It is not desirable that this Colonial Office letter should be at present made public, as the decision of Her Majesty's Government on the various questions with which it deals remains for their future consider. ation, when they have before them the results of the inquiry in Ceylon You are however contemplated in the despatch and Memorandum. authorized to communicate its contents, so far as you may think fit, to individual members of the Legislative Council, and you will place it with the present despatch, before your Executive Council.
