CEYLON.
THIS island is governed by a Governor and an Executive and Legislative Council. Some alterations in the composition of this latter body have been projected; but whether they shall consist of an extension in its numbers, or whether it shall be made elective is a point undergoing consideration. From the official returns of 1853 the condition of the colony was satisfactory; the revenue for that year was £26,000 in excess of the expenditure.

General tranquillity prevails in the island. The Buddhist question, which of late years caused some trouble, has been settled, and works satisfactorily. By that settlement the priests are elected by their own body. A railroad from Colombo to Kandy, through the coffee district, is in contemplation, which will be of infinite value to the planting interest. The troops in this island now consist of only 2,530 men.
