THE policy of Lord Torrington in reference to trade, so far as events permitted its adoption, con- sisted chiefly in the abolition of the duties upon exports; an adjustment of the duties upon articles imported; and the reduction and readjustment of port dues and charges upon shipping; all calcu- lated to give the utmost possible facility and encou- ragement to the production and export of colonial produce.

The amount of revenue surrendered by these concessions in favour of commerce, it was proposed to replace in part by the imposition of new taxes, so apportioned as to lead to a more equitable contribution from the native Singhalese popula- tion, in return for those advantages which they enjoyed in common with the European colonists.
The first step in this process was the
Repeal of the Export Duties.
Mr. Ackland, then a merchant of Colombo, and
a member of the Legislative Council, has given evidence before this Committee, the tenor of which
is to represent the mercantile body as opposed to the repeal of the export duties.
He says this took the merchants and planters by surprise; that it was improperly hurried through the Legislative Council, having been but two or "Gazette" before its enactment, three days in the instead of three weeks, as required by the Governor's instructions; and that the Chamber of Commerce protested against its passing into a law.
On all these points Mr. Ackland has been mis- taken or misinformed.
