Following from Commissioner General for U.K.

in South East Asia. Begins.

At conference with Governor of Hong Kong, General Harding and I were informed that preparations for Fire Service were held up by lack of European Fire Officers and certain equipment required for proposed sea-water reticulation system. In view of urgency of Civil Defence preparations in the Colony we strongly recommend that all possible steps be taken to expedite. Hong Kong telegram No. 1411 and savingram No.1045 refer. Ends.
