POSITIVE PUBLICITY IN SOUTH EAST ASIA

The objects of British policy in foreign countries in South East Asia (Burma, Siam, Indonesia, and the Associated States of Indo-China, (Vietnam, Laos, and Cambodia) are:

(i) to promote friendship between their peoples

and those of the United Kingdom, the Common- wealth and the Western democracies in general; (ii) to encourage the Governments of these countries

to develop a foreign policy based on such

friendship, and on a sense of common cause.

(iii) to encourage and assist these Governments to

build up internal stability on the basis of

democratic principles, but taking into account

the conditions of these countries and the

traditions of their peoples.

(iv) to encourage and assist the peoples of these

countries to raise their standards of living.

(v) to promote cooperation between these countries

on the one hand, and on the other, the United

Kingdom and the Colonies, the Commonwealth and

the United Nations in general both on

political questions and on the economic

development of the area.

(vi) to promote trade between these countries and

the sterling area and to encourage the

equitable treatment of British commercial

interests.

It is the function of British information services

in Asia to assist in the implementation of this policy. In order to do so, they must be able not only to explain
