armies. China is too big in area and population and China has

never been over-run by Russian troops so the analogy does not

Balkani sed S.E.Asia.

Communism in Russia. There is little local knowledge of

Russia,

and the wish to use events and policies in Russia against Russia may suggest that the campaign is to destroy Communism in Russia by precipitating war or may raise an interest which will

Asia is too low for the ordinary man in the Asian Street to have the same instinctive re-action to the normal anti-Russian propa- ganda as is assumed in the West, or to see any great contrast between a Malayan squatter's plot and a Central Asian collective. For instance, it is easter and more effective to dramatise an

invasion of Korea than it is the transfer of labour for gold-

mining in the sub-Arctic regions of Russia. If there is time enough and intelligence enough in the audience it is better to teach them the internal organisation of a country they can actively imitate than one on which they can only exercise the negative virtue of not succumbing to temptation.
