Following from Foreign Office to Singapore No.1139 of 5th October, repeated for information to Hong Kong,
Begins.
Rayner's letter of 30th September about
Goodban's visit.
We have no knowledge of U.S.I.9. plans in your theatre. But during Anglo-American discussions in London last month 0.P.C. undertook to post an officer to Singapore in the near future
with the Regional Information Office.

For your own information it was agreed by both sides that it was out of the question for the Americans to use Hong Kong as a base for covert propaganda to China.
3.
This move by U.S.I.S. looks like American crossing of wires and we are asking Washington to ascertain Goodban's terms of reference.
