I write to inform you of our concern at certain
activities of the United States. Information Services
Warner's in Hong Kong. You will remember that, following your
conversations last May with Barrett of the State
· Department, Hong Kong, as well as most other Colonial
Territories, was informed that, as a result of the
agreement of the North Atlantic Treaty Powers that
they should co-ordinate their information, services,
closer co-operation was envisaged between the British
and United States Information Services, in South East
Asia Hong Kong was also informed that the Americans
had been made fully aware of the reasons for not
That" increasing their staff in Hong Kong and embarrassment
to Hong Kong resulting from their activities was not
anticipated. The O.A.G., in his saving No. 104 Top
Secret of 26th August, replied that subject to certain
conditions, he foresaw no special difficulty in

were sent to your Information Policy Department on the

2. I am sorry to say that we have very good evidence
that the U.S.I.S. are not keeping to their side of the
bargain but are causing considerable embarrassment to
