Office accommodation is being provided
in the Hong Kong and Shanghai Bank building. We will probably provide furniture and type-writer etc.

It is urgently necessary that you clarify how the office is to be financed. I would refer you to previous correspondence which makes it clear that the Hong Kong Government never committed itself to doing more than providing premises. Will you please let us have your early views on running expenses generally.

In the meantime it is urgently necessary that I Leslie Smith should have some funds with which to make a start. We are prepared to make advancer
of say Hong Kong dollars 5,000 but would be grateful for your early authorisation to make the advance on behalf of the Foreign Office.
