the 14th March to Watson about Rayner's letter of the 3rd March dealing with the appointment of Leslie Smith at Hong Kong.

We have since discussed this question at the Colonial Information Policy Committee meeting of March 23rd, when we agreed that the finance of the Regional Information Office was a charge on Imperial funds.

A telegram was sent to Rayner (and copied to Hong Kong) on March 23rd, telling him not to continue with his invitation to the Hong Kong Government to contribute towards the expenses of the R. I.0. at Hong Kong.
