My letter FC 1741/3 of the 25th April enclosing an article on education in China from the Soviet Journal of Public Education.
2. I now enclose another copy of this article, as it occurred to the Colonial Office that Crozier in Hong Kong might like to have this evidence of Soviet methods in Chinese education. Will you please pass it to Smith for communication to the Education Department in Hong Kong, or whatever other channel seems best to you.
