6. As regards paragraph 4 of the High Commissioner's despatch, I regret that the originalmemorandum did not contain a fuller description of the propaganda work being undertaken in the Federation. The extensive nature of this work is, I assure you, fully appreciated both in the Colonial Office and the Foreign office.
7. This despatch is being addressed to the Governor of Singapore, the High Commissioner of the Federation of Malaya, and the Governors of Hong Kong, North Borneo and Sarawak, A copy is being sent to the Commissioner Caneral,
