In October it appears that Mr. Leslie Smith was being considered for appointment in the Public Relations Office in Hong Kong, and it is necessary to find out exactly what has happened about him. This also links up with the discussion on 54376/1/50 regarding the appointment of an assistant to Mr. Harmon. I have drafted a telegrain on that file, a copy of which will be placed hereon.
