Following from Foreign Office addressed to Tamsui No. 53 of 26th January repeated to Hong Kong.

Please report whether you have already approached the provincial authorities on the lines indicated in Hong Kong telegram No. 69 to you.

If you have not, please indicate whether in your opinion there are any means other than those proposed by the Governor of Hong Kong of persuading the Formosan authorities to remove the soldiers in question from Hong Kong.
3. Your general instructions are to deal only with the provincial authorities, and it occurs to us that you may find it difficult to bring effective pressure to bear on the military authorities through the provincial administration. We should be glad to know thether you consider this point of importance in practice.
40 You should know that we share the opinion of the Governor that the presence of these soldiers in Hong Kong constitutes an embarrassment to His Majesty's Government and the embarrassment is likely to increase with the passage of time.
