Disabled Nationalist soldiers.

Local authorities assert that they were not notified S.S. KWEIYANG'S arrival and that the entry of the soldiers had not (repeat not) been approved.

but he I have interceded with the Governor is ired that this shipment has been sent up without obtaining his approval and he is threatening to send all soldiers back. Negotiations are proceeding but

In the meantime I am hopeful of a successful outcome.

I should be the ship is being held up at Keelung. grateful if you would inform Messrs. Butterfield and Swire who are agitating for the ship's return. Ende.
