Over 400 soldiers from S.S. Kweiyang were finally permitted to land. Vessel is returning to Hong Kong 25th February with approximately 500 on board, containing many halt and blind.

2. With reference to arrival of this vessel and

S.S. Hiram I have been officially requested by Governor of Formosa to telegraph following message to Hong Kong Government. [Begins]

Immigration restrictions have been in force in Formosa for a long time. Inspectors at ports and airports have been instructed to carry out inspection strictly and if hereafter any passengers are found without entry permits they will be refused leave to land and will be returned in the vessel in which they arrived.
