We appreciate your difficulties and
share your anxiety to get these soldiers and
dependerborshipped out of the Colony as soon as
possible.

We are strongly in favour of trying to
send all reßeat all who are clearly identifiable
as soldiers or ex soldiers to North China or any
other mainland port which the Chinese Government
might select and with this in view are making an
approach to the Chinese Government through H.M.C.A.
at Peking as suggested in Peking telegram No.335.

If the Chinese Government refuse to
take the soldiers, then Formosa seems to be the
only alternative but we are against the shipment
of any persons clearly identifiable as soldiers
or ex-soldiers to Formosa before we know
whether the Chinese Government will have them.
We are similarly against any experimental shipment
of soldiers to North China before the suggested
