You will by now have seen Peking telegrams Nos. 335 and 346 of April 17th and 19th respectively repeated as my telegram No. 558 and 560.209)

We appreciate your difficulties and share your anxiety to get these soldiers and dependents shipped out of the Colony as soon as possible.

34 We are strongly in favour of trying to send all (repeat all) who are clearly identifiable as soldiers or ex-soldiers to North China or any other Malulard port which the Chinese Government might select and with this view are making an approach to the Chinese Government through H.M.C.A. at Peking as suggested in Peking telegram No. 335.

Z If the Chinese Goverment refuse to take the soldiers, then Pornose. seems to be the wily alternative for those who are willing to go there, but we are against the shipment of any persons clearly identifiable es soldiers or ex-soldiers to Formosa Before we know whether the Chinese Goverment will have them, We are similary against any experimental shipment of soldiers to Barth China before the suggested approscia to Chinese Government has beck mežo,

As regards those who are not in fact soldiers and who can be considered as having civilian status and as being no more than distressed Chinese subjects, these we consider constitute, a separate problem altogether and they should be separated out from the soldiers. This would facilicitate their treatment as civilians and in this capacity 1,6., as civilians or refugees we consider there would be no objection to their going to Formosa through the medium of the Tung Wah Hospital if they agree and if this con be arranged.

Es It would, however, be essential to separate the tre categories as soon as possible so that the approach by Peking can be made with respect to the soldiers only. Please inform Peking urgently of the numbers of soldiers concerned so that H.M. Chargé d'Affeiro can make the necessary amegach (see Peking telegram No. 368 paragraph 3 repeated as my telegram No. 581),
