I was requested by Governor Hong Kong (telegram No. 36 23rd May) to inform Nationalists that these soldiers were being returned and that arms would be shipped later. I assumed such action would only be taken after consultation
31 with you in view of my telegram No. 151 and I therefore
notified Provincial Government accordingly.
2. While I fully appreciate undesirability of returning arms refusal now may be embarrassing.
3. Foreign Office please pass Peking as my telegram
No. 20.
