We should be grateful for your comments and particularly to know whether you consider any useful purpose would be served by sending a further reminder to the Ministry of Foreign Affairs.
2. If we cannot expect any response from them, it would appear to us that there would now be no alternatibe but to proceed with such arrangements as can be made to send as many as possible of these refugees as quickly and quietly as possible to Formosa. Their continued retention in Hong Kong clearly involves the risk of political embarrassment at a future date quite apart from the immediate serious financial problem.
