Since there has as yet (we presume) been no reply to your further approach reported in your telegram No. 1628 (not to Hong Kong and Tamsui) it seems clear that the Ministry of Foreign Affairs does not propose to answer our enquiries on this subject.

2. We consider that all reasonable steps have been taken to provide an alternative solution to the shipment of these persons to Formosa, and in view of the grave embarrassment caused to the Government of Hong Kong by their presence we propose, unless you see very grave objections, to concur in arrangements for their removal to Formosa.
