Dear Logan,

Please refer to your letter of the 24th August No.54145/13 about the entry of Indians and Pakistanis into Hong Kon

We are feeling rather uneasy here in view of the rather nebulous way in which this subject has developed. On the 29th June

(9)- the Governor in his telegram No.644 Secret expressed himself as

satisfied as to the intention of the Government of India to carry out sufficient screening. This however, was apparently the result (6) - of consideration in Hong Kong of telegram X.1116 of 17th June from

the United Kingdom High Commissioner at New Delhi. But you will notice that in that telegram the High Commissioner merely said that if the Government of India agreed to undertake screening its effectiveness should be adequate, at any rate in the case of well known individuals in Delhi and provincial capitals. On the 6th July (NT 453) in his telegram X.1222 the High Commissioner said that he presumed he

would be getting instructions and was taking no action for the present.

In his telegram No.102 Saving of the 8th July the Acting United Kingdom High Commissioner at Karachi reported on his discussions with the Government of Pakistan, gave it his view that screening would be adequate and asked whether he was to approach the Government of Pakistan formally. The Governor of Hong Kong in his Savingram of the (12) - 3rd August said that he did not think a formal approach to the

Government of Pakistan necessary.

It seems to us that if Indians and Pakistanis are to be given increased facilities for entering Hong Kong there should be a definite agreement with the Governments of India and Pakistan in which the latter bind themselves to screen communists effectively. They are more likely to do this effectively if it is part of an explicit arrangement in which they get something in return. It is true that,
