I am directed by Mr. Secretary Creach Jones to acknowledge your letter of 19th August on the subject of the entry of Indians into Hong Kong and to express regret that it has not been possible to send an earlier reply. This question has been under discussion between the Government of Hong Kong, the United Kingdom High Commissioner in India and the Government of India during recent months and, subject to satisfactory arrangements being made for security screening in India in all cases, the Government of Hong Kong will be prepared to allow entry without prior refernce (for one year in the first instance and with no guarantee of extension) to the following categories:-

(1) bona fide merchants with sufficient means who wish to join established firms in Hong Kong;

(ii)

(iii)

bona fide business men with substantial

backing who wish to open up a business in a branch in Hong Kong; of a class better than that of petty trader;

visitors for short periods who have sufficient

funds to maintain themselves and are in
