I am directed by the High Commissioner to refer to correspondence resting with your letter No.54145/13/49 dated 24th November 1949 regarding the entry of Indians into Hong Kong. I

to the Government of am to say that your views were communicated India who have now informed the High Commissioner that they are not aware of any discussions having been held between the Govern- ment of India and the United Kingdom High Commissioner in New Delhi, such as has been referred to in the last paragraph of your letter.

With regard to the reference made in your letter to satisfactory arrangements for security screening of Indian nationals desirous of proceeding to Hong Kong, the Government of India presumes that His Majesty's Government are aware that adequate arrangements for security screening in all cases already exist in India and that Indians desirous of proceeding to Hong Kong are required to satisfy the passport issuing authorities in India on matters regarding their antecedents, financial position, etc. etc. before passports are issued to them.

Having regard to this, I am to request that His Majesty's Government may kindly move the Government of the Colony of Hong Kong to take urgent administrative steps to restore pre-war conditions for entry of Indians into that Colony.
