With reference to your talk with the Secretary of State yesterday evening, I submit a draft letter for your signature to Sir A. Grantham regarding the point on which the Secretary of State was anxious. The letter is, I think, self-explanatory, and I have attached a copy of the
Ordinance governing the Urban District Council elections which I suggest should be sent to Sir A. Grantham for means of reference.
