Professor Harlow suggested

that in the case of a plural society such as Mauritius,

His Majesty's Government might need to retain control not

only of external affairs, but also of certain categories of

internal affairs in order that it could act as referee in

communal differences.

(c) Gibraltar.

9. Mr. Ingrams referred to the present multiplicity of

authorities. There were in many fields of administration

from two to five authorities performing much the same

functions. He thought that it might be possible for certain

services, at present run by both Service and civilian

authorities to be pooled and, in framing the proposal

contained in S. T. C. (49) 17 for the establishment of a

"Council of Gibraltar" to be advisory to the Governor and to

deal inter alia with the administrative or "housekeeping"

side of Service activities, he had had this factor in mind.

10. The Committee also considered whether, on the analogy

of the post-war constitution of Hamburg (see S. T. C. (49)19),

a State Council might not combine the functions of the new

Legislative Council which is in process of being set up and

the existing City Council, and whether, indeed, in other

very small territories this conception of a body combining

state government with municipal government might not be worth.
