the Gibraltarian must feel it is as easy and natural for him to take a job in the United Kingdom as it is for a Channel Islander or Manxman.

63. There is little reality in the present proposal for a legislative council. It would function over the same area as the city council, Gibraltar has no hinterland: the Channel Islands have a little but there the states have practically taken over all the functions of the parish.

64. Both councils must depend on the same electorate. It is absurd to suppose that they can have two different outlooks when they approach the election of councillors for the two bodies. In such a community the demarcation between state and municipal responsibility is very artificial. Both councils will have claims to represent the will of the people and it will only be the same lot of people and the same outlook.

The civilian element represents an essential one in the make up of the fortress, though for fortress purposes it does not need to be more than two thirds of its size. It started as "camp followers" and there is still too much regarding the civilians as camp followers. As British subjects in sentiment and full intention this should cease and the civilian given a share in responsibility for the fortress.

A constitution on the following lines could provide for an adjustment of focus generally and if Gibraltar is brought more closely into the United Kingdom orbit (I suggest methods of achieving this in my report on rationalisation) allow for a much more' economical administration with greater opportunities for self government in accordance with the realities of the situation.

The Senior Military Officer in command of the troops The Senior R.A.F. Officer

The Government Secretary (in charge of civil affairs) The Attorney General

Three unofficial members of whom two must be members

of the City State council and the other appointed as a representative of commerce.

The field of action of this council would be administration on an all Gibraltar basis (i.e. including the administrative side of service activities) and those other subjects in which the Governor had to retain a final say. The council would be advisory to the Governor.

68. The city state council would have .legislative and municipal functions concerning the civil population. It would be mainly elected and have committees to deal with the various subjects. The Chairman of these committees might be either official or unofficial according to circumstances. If they were officials they would be nominated to the council by the Governor.

69. When necessary or desirable there could be joint sessions of the council of Gibraltar and the city state council. “Such meetings could be only for information and discussion purposes but would be valuable as enabling the former body to keep more fully in touch with public feeling, and the latter to appreciate the need for matters beyond their control which nevertheless concerned them. This would perhaps make for a greater sense of responsibility.
