(i) that in the altered circumt noea there wuld be serious
danger of setting up a u icipal Authority based on a wide
residin franchise,

(ii) that şart from this and for purely administrative reasons
there wassa strong oase for nut cumbering the mohinery of
Government in Hong K∙ng by having two sets of elections, one
unicipal and one warliamentary (i.e. for the Leg. Co.),und
